The person in your dorm is probably using an ARP attack to spoof your MAC address and disassociate it from your IP address and hence break your connection.
The easiest way to stop this is having a program that defends against ARP scans i.e. when the attack program scans your LAN for all devices the defender doesn't respond to ARP request. Hence, they don't get your MAC and IP.
ESET smart security has the option to do this. Once installed go to setup --> advanced personal firewall setup --> network --> IDS & advanced options --> [uncheck] Allow response to ARP requests.
For this to take effect you will have to change your network to categorisation to 'Public'. Windows usually asks you this when you connect to a network for the first time.

Its not me who's hogging all the bandwidth ,thing is that we only have 8 Mbps of speed ad if anyone uses Skype or anything of that sort it gets extremely slow. I am sure he has downloaded a program or something to kick me off cause even my phone wont connect when he does this. I just dont know how.
When i connect my laptop through LAN it works fine .
Unfortunately there is no higher authority i can speak to. I am stuck in this apartment which I have already paid for for a year.
I also cannot confront him if i am not sure how exactly hes doing this.

also do i need to remove the current antivirus in my lappy if I do install this?

Also is there a fix for this for my iphone? i know I cant change the phone's mac address.
