Assuming he doesn't have physical control what can I do ? there has go to be something.. Should I download Wireshark will I be able to do anything using that??

If he is actually blocking you at the router, and if he has physical control of the router....there is nothing you can do to fix that connection.

Rewire the house, and move the router out of his room. Put it in a central place.
Discuss the situation with him.
Or kick him out.

Is he actually blocking your device? Or is it just crappy WiFi?
