I want to upgrade my pc, my current rig is:

Motherboard: P8Z77-V LX
CPU: Intel Core i7-3770K
GPU: Radeon STRIX RX 580 O8G
RAM: Kingston HyperX 4x4GB (KHX1600C9D3/4G)

to...

Motherboard: MSI Z390-A Pro
CPU: Intel Core i9-9900K or i7-9700K
GPU: Radeon STRIX RX 580 O8G
RAM: Patriot Viper 4 Blackout 4x8GB

Is there a GPU bottleneck if i have a to powerful CPU? Any help is appreciated

I'd recommend getting a beefier GPU if your budget allows it. Both of those CPU's will handle a 580 extremely easily, and your graphics will only be limited by the capabilities of the GPU itself.
