You might be able to test it (voltage meter? Not really my area of knowledge) however I'd just replace it as it's probably out of warranty and isn't worth risking a new GPU or your current system.Is there any way to test my PSU to ensure it'll still run the card stable - my PSU is a CS 650M that's been used for the past 4 years and my PC may be starting to show signs of ware especially with the failing GPU.

I'd use it for the CPU initially but not for the GPU since it's new although that's up to you. Usually I use new GPU's for at least 8 months or so before swapping paste but if you have a high ambient temp then it may be worthwhile for those few C's less. Most people would probably recommend waiting longer.Before I decide to make a final purchase decision since I'm all for it, should I get Arctic Mx4 thermal paste? Could I apply this both to the CPU and new GPU?
Not sure if PSU related. It would appear that you really need to clean up the system as it's pretty rare for case fans to die. I'd clean up all the dust, redo the wiring if messy so that it's easier to work in.Do you think that's why I'm having problems with my Push-Pull on my CPU cooler? All fans I used in my case are dead. PSU related?
For some older titles your i5 should be fine, it's the newer FPS games that it may struggle with like BFV.I'm just going to wing it. Will my i5 4670k bottleneck the 1660ti?
