Question I need help AC: Valhalla stuters like crazy

I need help AC: Valhalla stutters like crazy I have high fps but it micro stutters to feel like 0 and it's annoying, and it shows that I'm on win10 business edition but I'm on win10 pro...
any help please.

edit: oh and it only happens when moving or moving mouse.

full system spec? include brand and model of the psu
what the ram/ssd usage during the game?
what the cpu/gpu temp during the game?

gpu temps: around 67c
cpu temps: around 64c

ssd and ram usage is normal i think, ssd jumping from 0 to 10% etc seems fine and ram somewhy stays on around 58% and only around 9.1gb ram

psu: EVGA 100-W1-0500-K2 - 500 W
mob: b450m ds3h
SSD's: windows, ADATA XPG SX8200 PRO 256GB
game, Crucial BX500 480GB
ram: G.SKILL DDR4 16GB (2x8GB) RipjawsV 3200MHz
