I appreciate everything!

This sounds like a hardware connection/config error.

What specific "600w power supply"?

And even if the whole hardware thing is perfect, you'd likely need a full OS wipe and reinstall.
But thats for later.

I had to update my B450 (MSI Pro-M2 Max) motherboard BIOS before it would support my 5600X. What's the exact motherboard model?

That board needs to be at BIOS P3.70 at least to support the 5600X. It might not be compatible out of the box. Do you have any older Ryzen CPUs lying around you could use for the update?

The smoke smell from one of the fans is concerning, not sure if that has anything to do with the processor not being supported out of the box.

Good, that's just what you would need for updating the BIOS. So, unless you can confirm that your board is on at least BIOS version 3.7 already, then take out the 5600X for now and put the 2600 in. Once the cooler is on (with thermal paste), try booting up the PC. If it doesn't boot, then something else is wrong and I won't be able to help, unfortunately. If it does boot, go into the BIOS to check the version number. If it's below 3.7, then you'll need to update the BIOS.

To do so, download BIOS version 3.7 or higher here. Then follow the instructions here to update the BIOS (you'll need a USB drive formatted to FAT32). But before doing so, be wary that if power fails during the BIOS update process (which can take several minutes), then your system will most likely be bricked.
