That's the ARGB connector for the fan's halo/ring. No, they don't hook up together, they're meant to allow you to daisy chain multiple fans.

If you have a free ARGB header on your motherboard, then the female end will go to the male end of the motherboard. If you don't connect the cable tot he board, then you won't get any illumination, that won't affect the cooling performance of the fans whether or not you want the illumination.

What is the make and model of your motherboard?

Motherboard is msi mag b550 tomahawk and pc case fan is gamdias aeolus m3 so there is one cable with 4 pins which i believe go into sys fan header. There is few cables with rgb i believe will it work fine if i just plug in a 4 pin in motherboard?

There are three small details for you to adjust to get both the fan motor and the lights working.

1. You have the connections right. The smaller connector with 4 holes goes to a SYS_FAN header. The wider one with 3 holes (looks like it had 4 but one is blocked) goes to one of the two mobo JRAINBOW headers with THREE pins. See your mobo manual on p. 27. Do NOT try to plug it into the JRGB headers (see manual p. 26) with FOUR pins. If you want NO lights, just do not plug this one in.
2. You should make a small adjustment in BIOS Setup. If you have not done this type of thing before, see your manual p. 33. As soon as you push the start button, hold down the "Del" key on the keyboard until the screen shows you the start-up screen (p. 36). At bottom left click on Hardware Monitor to get to a set of screens to adjust mobo fan headers - see p. 23. On that screen select the particular SYS_FAN header where you have plugged in your fan. Now at the upper left of that screen click to choose the PWM Mode for this header, not DC or AUTO. Use the Esc button to get back to the Main Menu. There use the F10 key to pop up on your screen a small window to confirm your choices by using SAVE and RESTART. This will ensure your fan motor gets the best type of signals to control its actions.
3. IF you connected the lighting cable, you get to set its display details using a software utility supplied with the mobo (and probably already installed on your machine) called Mystic Light. Run that to make choices for how the lights in the fan work.
