the 400$ does not include the OS mouse keyboard or monitor. I'm looking to play games like LoL and WoW on mostly maxed settings in 1080p 60fps. I would like the build to be up gradable in the futre. Thank you very much for your time this will be my first build and i am very new to this.

PS i can only use parts from amazon.

The AMD is not so nearly upgradable. This is about the best AMD CPU, while it is about the weakest Intel CPU.

Can you help me get a specific cpu that cpu cant be added to my cart oh and if possible can you send me a link to what os you would pref i really appreciate the time you guys are taking to help me

That's weird, it adds to mine fine. Anyway, http://www.amazon.com/Intel-Pentium-Processor-G3240-BX80646G3240/dp/B00J2LIECO/ref=sr_1_4?s=pc&ie=UTF8&qid=1444517779&sr=1-4&keywords=intel+pentium
give that one a try, it's VERY slightly worse than the other one I had picked out, but I doubt you'd notice a difference.

OS:
I'm assuming you want Windows, so here's an Amazon link:
http://www.amazon.com/Windows-Premium-System-Builder-Packaging/dp/B00H09BB16/ref=sr_1_1?s=software&ie=UTF8&qid=1444517961&sr=1-1&keywords=windows+7+home+premium+64+bit
I'd strongly suggest checking out https://www.reddit.com/r/microsoftsoftwareswap though, if you would want to save a bit of money. People buy keys in bulk and sell them pretty cheap there. I've never used it myself, but I have heard good things about it.

Thank you again for the info. are all intel cpus compatible with that mobo?

Only socket 1150, which is still one of the best. If you are looking for an upgrade on Amazon in the future, just be sure that when you go to Computer Components, then Processors, click "Socket LGA 1155/1150" on the left hand side.
