-i7-4770 "non-k" variant since you're not overclocking. No need for the unlocked version.
-No need for cpu cooler if you're not overclocking. Stock is fine.
-No need for Z87 chipset motherboard. H87 is fine for not-overclocking.
-16gb of ram for video editing.
-Much stronger gpu for gaming.
-Better wifi adapter with two antennas.
-IPS monitor at the same price. You get better image quality.
-Windows 8.1 because it's overall faster. You can also make it look like Windows 7 so it's like you have Windows 7 with the pros of Windows 8.1.

id run it like this
http://pcpartpicker.com/p/217dj

-the e3 1230v3 is the 4770 but without graphics at a much lower cost.
-a SSD is a must
-for the GPU id wait for custom r9 290 cards to come out. the reference design kinda sucks. i put in a r9 280x as a placeholder. still miles better than a tx 660
-smaller case is nice considering you arent going to fill it with that much hardware to begin with
-higher efficency psu makes no difference in your electricity bill. it will take you 10 years to make up for the difference
-windows 8 has benefits such as better search, slightly faster boot times, and the ability to pause file transfers. your call here. i prefer windows 7
