i need help to re enable windows defender and firewall Microsoft agents updated my comp from windows 7 to 8.1 and my computer has not been the same and my group policy has been changed and i cant install any programs. i called back to have them fix there mistakes and they want me to pay them 149.99 to fix my computer they messed up.

First, your computer model/specs?
Windows defender not being on should not stop you from installing programs. How are the installations prevented? With a password? I don't know the exact steps to enable wd in 8.1 but if it's like win 10 you should go to Windows defender and look for the option to set it on.

Also, who did you pay to update your PC and why? I think any average PC repair shop would charge around 20$ for an update, pay more than that and you can expect to get scammed.
