I need silent water/air cooler for my cpu

Hi, i want to know if there is good water cooler for my ryzen 5 1600. I'll oc cpu to 3.7ghz. I need silent cooler just because i have problem with my left ear.My bugdet is about 45e. if i need to pay a little more, i will but dont recommend me 100e cooler. And i can take scythe fuma revB for 43e but it is not listed in this shop. If possible, try to avoid coolers with white fans(if there is very good coolers with white fan, tell me and ill see). So, budget around 45e= around 15.000ft, silent. Case nzxt s340, rx570 strix b350-f strix 2x4 ram but ill upgrade to 4x4. And yea, i dont really care about performance, i will let my cpu run near 67-68 celsius as long as cooler is dead silent

Hello, it's me again. My cooler arrived today, i installed it and it works fine. Now, im a bit dissapointed because it is blocking my ram slot even when fans are mounted at middle and rear side. When fans are at middle and rear side, heatsink is touching my ram at 1st slot. I can use that slot, but i can see ram is pushed just a little. Now should i just leave my ram at 1st and 3rd slot or not? I can put them in 2nd and 4th slot. Oh and yeah, this is what i wantedm dead silent cooler, i dont even hear it in prime test

From cpu, most motherboard manufacturers recommend slots #2 and #4 for 2x sticks, so that works out. Normally from cpu #1 and #3 are only used if there's an issue with either #2 or #4 or all 4x slots are populated.

But should i worry about heatsink pushing my ram a little? I changed ram to 2 and 4 but maybe i will upgrade my ram very soon. Father of my friend is selling pc parts and other things, and he bought for his son/my friend trindetz ram 2x8 3000mhz+ rgb for 80e. Maybe i will add another 2x4 or even 2x8 because price is very good.
