■ So I have this crappy Alcatel Phone.

I believe it holds a Micro size SIM card and my Carrier is AT&T. I'm confused on what to get and how to get it. I'm going to use my SIM I have in my current phone with my new phone BTW.
My questions are:

Do I cut my current Mini-SIM card down to specific size?
Do I buy a No-Contract Phone? OR Unlocked one?
If I buy the phone will my SIM card work with it? I believe I just have unlimited text. I'll be using WiFi so I don't believe I have "data plan?"
Also what phone should I get? possibly <200$? Android cause I don't like IOS.

PS I want a Smart Phone to just use apps and surf the web via WiFi here and there while texting as well.

I'm not really a geek in phones so I'm very clueless. I also don't know what to get and what is the best one for my bucks. Sorry for the noobish questions if I laid it out there.

Solution
My advice to you is buy a tablet for 2 reasons:

1. As you don't need a data plan, there really isn't a reason to get one as that is the reason why most people get one so that they can use a data plan to surf the web where there is no wif.

2. Most tablets will do what you want for a cheaper price

If you must get a smartphone, then get the moto X that gibadon suggested.
Get the OPO (OnePlus One). I have it and it is amazing! It is $350 for the 64GB, will work with your sim, comes unlocked, and blows anything near the same price out of the water. I know you said under $200 but almost all smart phones now days come with a contract (adds $25 a month to service for 2 years). Unless you buy a used POS phone, you will not find anything cheaper.

I was looking into this as well but I believe I would need an "invite" I skimmed through there official website and yeah I can confirm it is. Only thing that is making me turn the other way is the price. I use to have an android and it was this one. It is cheap and I really enjoyed it. I'm just looking to find a phone like so that I can just switch too. I "might" look at the OPO but really the price is something I can't really crack on.

Solution
ATT will change your SIM to one that will fit FREE OF CHARGE.
No reason to risk damaging the SIM by cutting it (if its cut ATT will not provide a free one).

I'd recommend the Nokia 520... its well under your budget and will be a massive upgrade from your current phone.
