So pretty much i have to underclock my gpu so i can play games without it crashing and my only problem here is that my game runs 30 fps or under and i want 60 fps

I have the game capped to 60 hz which is my monitor refresh rate but I won't even get 60 fps because I need to underclock my gpu

If you want faster performance, lower settings and resolution or get a video card that does not crash at stock speeds.

You also have a slower CPU for newer games, nor did you say what this "my game" is or what settings you are running it on.

I wanted to play gta 5 on just normal settings and I've seen videos of this cpu playing gta 5 with higher settings and the same card and I was thinking it might be my power supply because some people have said its a cheap brand

Yes that is a low quality power supply, but your CPU is also too slow to play GTA V on, unless you are OK with poor results. E8400 is not a bad CPU in the Core 2 Duo range, but it's bellow the minimum that GTA V wants. If you run the game at 720 resolution, you may be OK get playable frame rates with some lag and stutter in areas. If you want to play GTA V at 60 frames even on lower settings, you need to get a new CPU, and maybe a new video card.

Yea I know my cpu is old but I've also tried with euro truck simulator 2 and I've used game debate to check my specs and it says I can play it on high settings but I cant

Your CPU meets the minimum requirements, that is not enough to play on high settings.
These are "recommended" requirements which is what you need to be to get to medium and higher settings.

Euro Truck Simulator 2 Recommended Requirements
CPU: Quad core CPU 3.0 GHz
CPU Speed: 3.0 GHz
RAM: 6 GB
OS: Windows 7 64-bit
Video Card: GeForce GTX 760-class (2 GB)

You will just be going in circles with trying to play newer games unless you upgrade the CPU and video card to one that does not crash at full speed. That includes the power supply if you want to minimize the chances your power supply does not fry the rest of the components at some point.

okay so ive tweaked the settings of my gpu with msi afterburner and i can run euro truck in ultra settings 60 fps

Okay so now my computer has been crashing and freezing again and I haven't touched anything

If your system was crashing before, it's not surprising it's crashing again. Did you try a new power supply or video card? If you do nothing, nothing will change from the last time your system was crashing. As I said, if system crashes on stock speeds, means you have some hardware issue. Running the video card at low speeds just hides the issue, it does not fix it.

I have a new power supply and new graphics card
GTX 560 SE
Ultra LS500

Those are the same specs you had in the original post where you said you had to underclock the video card or it crashes. So what was changed?

That is a bad quality power supply, and is the GTX 560 new or did you get it used? You can test your video card in another system that can run it, that will help rule out where the issue is.

Okay so I got the gpu used from Kijiji and what I've noticed now is that I think it might be a heat issue becasue my case doesn't have much airflow for my gpu and right now i can't test it because I don't know any one with a computer

Run it with the case open and have a small fan blowing on the card, not from too close though.

I suspect the poor quality power supply and the used video card as the issues. Until those are tested with similar specs, only thing you can try is a new Windows setup with a new driver installation. Past that you can't do anything else without testing the hardware.

So I have installed new windows 7 and reinstalled the gpu drivers and its still crashing so I don't think it is the gpu because when I bought it the card was in box and all original packaging and the guy said it was only tested nothing else so I have been thinking its the power supply because from what I know when you overclocked your gpu requires more power

No-one would open a brand new card just to test it, since then you can't sell it as new. If it's new, you can assume it's good, why take it out to make sure and break the seal?

Until you can test that card in another system that can run it properly and can see how it runs with that card, you can't rule it out just because it's packaged in a nice box. The GTX 560 is about 3 years old, it would be odd that it was just a card that was only opened to test it and not used. And "tested' may mean several things, including just turning on the computer and seeing if it works, not by running a game or a benchmark test on it.

Will local pc shops test the card? I've rab benchmarks but I'm not satisfied with the results like I can get 30 - 40 fps stable but I want true gaming experience with 60fps

I already said your CPU is too slow to reach higher frame rates with newer games. The FPS you get in games does not have anything to do with the crashing and locking up issues, I though you were trying to fix that? If you want to get higher frame rates, get a faster system. If you want to figure out why the computer is crashing, test the video card and try a better power supply.

I'm sure your local computer shops can test the card for you.

Okay but I can run bf3 in high settings in 60 fps but full screen and I'm not really looking into buying a new power supply are there anything else I can do ?

Lower settings in your games. Don't know what else you can do to get around limitations of your hardware or if you don't want to try to fix the crashing.

Don't know what BF3 has to do with anything else you are doing, just because one older game works OK does not mean all games will run at the same speed. BF3 came out 5 years ago, when your CPU was not as old as it is now. For games released in the last few years, your CPU will very likely be holding you back.

I know my cpu will be holding ms back but what about overclocking it I've heard people saying its very easy to overclock it on stock fans and can get 3.6ghz easy as for my gpu whenever it would crash I would notice on Msi Afterburner the gpu would go to 100% then it would crash. And pretty much any game is "playable" but only when I put the memory clock really low but when I mean playable I mean just playing the game under 60fps and not really enjoyable
