I need your opinion on this PSU

This Psu is offered for a pretty cheap price .. it's used but i want if i can run my pc with it without fearing anything ...

i'll run a ryzen 5 1500x and gtx 1060 on it if it can handle it.

If we're just looking at just the video card, the recommended PSU wattage for the GTX 1060 3 & 6 Gb options is 450 watts. So yes, the Thermaltake you posted should be able to accommodate the graphics card. Whether or not the one you posted is recommendable or not is grounds for another discussion if you are interested.

This particular make and model does not carry my recommendation. However, I would allow a more experienced forum member to comment further on this and possibly provide you with an alternative or two to consider.

The Thermaltake TT-450PL1NH-1 (W0275) is a 400 Watt power supply with a 450 Watt peak rating. Its maximum combined +12V load rating is only 23 Amps. It only has one 75-Watt 6-pin PCI Express supplementary power connector.

For GeForce GTX 1060 cards a PSU with a combined +12 Volt continuous current rating of 25 Amps or greater is recommended. You also have to realize that some models of the GeForce GTX 1060 require one 150-Watt 8-pin PCI Express supplementary power connector that the Thermaltake TT-450PL1NH-1 (W0275) doesn't have.
