Question I think i MIGHT have a fried CPU

Old PC was an itx build i did 2 years ago with a
B660M-ITX
13700k
6800xt
2x16 DDR4 3600
i dont know what PSU
After fiddling with the bios a bit i tried restarting and it was DEAD
every time i reset the CMOS and pressed the power button i would hear a little click from the PSU

Bought a new PSU, case, MOBO, and RAM
now have
Asus prime b760m-a
13700k
6800xt
2x16 DDR5 6000
RM850x
now it doesnt need a cmos clear to start the fans spinning for a sec then it powers straight down and the fans stop spinning, no sign of GPU output, all the PSU cables are securely attached and in the right holes,
should i just replace the CPU? should i check the CPU for bent pins? should i try the 1 stick of ram thing?
my best guess is that the CPU is dead but i cant really check that the other parts are functional because i dont have a spare CPU to test with.
please advise

You might want to remove the discrete GPU from the equation and see if you can get display out of your motherboard's display ports, as your processor has an iGPU.

Yes. How are you cooling the processor?

should i try the 1 stick of ram thing?

CPU cooler is some corsair 240mm AIO and ill test the IGPU really quick

UPDATE : i reseated the CPU, tried it with 1 ram stick, nothing seems to work and it refuses to go into POST. dont know what to do now and i think theres a teeny bit of thermal paste in the socket now. really really dont know what to do. please help
