Question I think my computer is underclocked

Idk why but my computer goes below my base speed and at it's max power is my base speed and i just got my cooling pad today since i didn't had a cooler and i don't see a differences

Please explain more, what exact speed is the cpu running at and what is it doing at that time? What is the cpu temperature when you see the cpu speed drop?

In my experience laptop cooling mats/pads make no meaningful difference.

Well before I edit my power plan it was drop to 1.50 ghz go back up and down but I put everything to 100% and it's stuck on 2.19 which is my base speed and the exact speed running right now is 2.19 and the cpu temp is 60% but it drops down to 30% alot.

btw I should clarify my pc overheats since my cpu cooler broke so that's why I got a cooling pad.
