Question I upgraded my GPU and now my USB ports don't work in Windows 10.

I purchased a used Sapphire Nitro+ 580SE graphics card and installed it in my system. It works but now none of my USB ports work. I put the old GPU back in and my USB ports still do not work.
My USB ports work in BIOS.
In Device Manager all my USB Controllers have exclamation points next to them with the following device status. "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39) Object Name not found."

I understand that the Sapphire GPU may need more power than the PCIe slot and PCIe power cables supply. I believe the PSU is supplying enough power for all my components. I don't understand why my USB ports are not functioning after removing the newer GPU.

1. Can I get my USB ports working again without reinstalling Windows?
2. Can I get the Sapphire card to work in my system?

How old is the PSU in your build?

I believe the PSU is supplying enough power for all my components.
The advertised wattage on the sticker is for a brand new PSU. As time goes on the PSU will incur internal wear and tear which will reduce the effective power output from the PSU.

Also, did you run DDU to remove all GPU drivers from your system prior to swapping GPU's?

The PSU was purchased in October 2018.
I did not remove all GPU drivers before putting the new GPU in. I did uninstall the upgraded GPU drivers when I removed it. I installed drivers for the old GPU when I put it back in.
I did not use DDU.
 
While I don't think it's the issue here, you should be looking to replace that power supply in the medium term.

Try reinstalling motherboard and chipset drivers.
I reinstalled the chipset drivers and these usb drivers: Asmedia_USB3_V1.16.35.1
The USB ports still don't work.
Should I uninstall the usb devices in device manager and restart??

I ended up repairing Windows and everything, including the newer GPU appears to be working. I will plug one USB item in at a time (joystick, printer) as I put everything back together.

Hello, I would suggest try disable/renable the usb ports in device manager

if that doesn't work, uninstall the usb ports then restart.

What wattage psu do you have and what does the 580se require?
