Basically what it says on the tin. I thought with what I have at the moment I'd be able to run it on at least medium settings at 60fps, but I only just scrape 30fps at medium settings, I love the game's aesthetics so I want to run it on the highest settings.

Here's what I've got in my PC: https://imgur.com/a/x26mN

[EDIT] Specs don't show it but I'm using an EVGA 500W PSU

Solution
Agreed, your GPU is your bottleneck. I would advise getting the GTX 1060 if you can afford it. But, make sure to get the 6GB version and not the 3GB version. 3GB is not enough for NMS @ 1080p.

I am running NMS using the GTX 1060 3GB and can only get 40-50 FPS, with occasional dips into the 30FPS. The GPU is powerful enough and siting at 70-80% utilization, while my GPU memory is maxed out at 100% all the time.

I would not use the GTX 970, it only has 3.5gb of fast VRAM. Get either the GTX 1060 (6gb) or the RX 480 (8gb).
Definitely your video card, aim for at least an RX 480 or an GTX 1060, if you want the highest settings with 60+fps go for an GTX 1080Ti, bear in mind you will suffer fps drops from time to time due to your cpu, but the video card is the one that will enable you to get those visual settings at max.

Also, if you go for the GTX 1080 you might need to upgrade your PSU as well.

Do you think I would get away with it if I installed a GTX 970 and OC'd it? A friend of mine has that card and can run most AAA games that came out in the last year or so on high at the least

Ok, sure. do you think my 500W could handle my FX8350 and the GTX 1060?

Ok, thanks, friend
