Solution
If already installed

1. Log in to Steam and click on Library.

2. Right-click on the game, select Delete local content, and confirm.

New installation
3. Insert the first disc into your computer.

4. Close Steam (Steam > Exit).

5.Press Win + R to open Run

6. In the Run window type:

"C:\Program Files\Steam\Steam.exe" -install E:

Replace E: with the CD/DVD drive you are installing from if is not correct.
Replace C:\Program Files\Steam if your Steam installation is not in the default location.
Press OK. Steam will launch and ask you to sign in if you do not have your password saved. Your installation should continue from the disc.

If you bought a game on a CD and it doesn't install on steam.

Go to library --> Down left corner --> Add game --> add-non steam game --> And just locate the ExE files of the game you installed.
(The exe file is in the installation folder of the game)

Choose the EXE file and hit "add" And the game should appear in your steam library.

otherwise you can register your game on steam by providing them the code
Then you can see the game in your library

Or are you asking how to play online using steam on a disk gzme?

yes

It's the official Steam method of installing a game from retail discs that would normally install via Steam, so it works for any game in this category, including many Call of Duty games, most Valve games, and other Steam-enabled games like Civilization 5.

Even after installing you have to download its patches

I you dont want the trouble just activate your game on steam be typing the key

LIBRARY>ADD GAME(foun at the bottom left)>ACTIVATE PRODUCT ON STEAM

Then ust download and play the game

Hpoe it works
