I was wondering how to add a new letter to my keyboard?

I know that it is possible tpo change your keyboard keys, I don't even remember how, but I know it is possible (at least in windows xp but now I use w7) So I was trying to add the ñ to my keyboard, but I dont want to change the keyboard language I was thinking I could add it with the ' key since it adds this to the normal letters, á é í ó ú, since it is the same thing, I was wondering, how to do this, any of you have any Ideas?
 
now this is just an idea, not sure if it will work. do you have programmable keys in your keyboard? if it's just a few characters maybe you can use them for those. ñ is alt+164 right?

another thing, there is a shortcut for changing KB language, so maybe you could use those on the fly? then change back again, i believe its alt+shift, not sure if its the same for windows7. you have to enable a few things i believe, anyway here's something that could help
