I have this computer and there is http://www.p-wholesale.com/upimg/18/707a1/cpu-cooling-fan-630.jpg
something like that but it's 9cm long

SO my question is if I remove that plastic tube and put in more fans in the computer, would it be better?

Also my hard drive runs really hot and it's the same with gpu the (70c) when playing bc2 hard. (radeon 6850)

there are no other places to mount the fans so i would have to figure out a way to mount them.
Thinking of a hard drive cooler too

It is just ducking to help channel the air to the processor in their case from the vent holes on the side of the case. If you remove it the processor most likely would run a little hotter unless you put a better 3rd HSF (heatsink/fan) on it.
