Hey guys,
I'm having low fps problems with GTX 980 EVGA Classified. Some friends told me that the problem is the motherboard chipset (B75 - LGA 1155) which is weak and does not manage right high performance video cards, others said the problem was the CPU because it is weak and the chipset also is weak. I've used the DDU and reinstalled the drivers, formatted Windows 7 recently, tested with two GTX 970 G1 and had the same problem of low use of CPU and GPU and low fps, the PSU is well connected so I do not think it is causing the problems.

Solution
Well... the B75 chipset itself is not a bottleneck. But I suppose its possible you could have a failing chipset or other MB component. Seems the clean Win install you did should have eliminated any software conflicts, registry errors, junk files, etc. that would be hampering the CPU/GPU performance. And the fact that you tested the system with other high end cards, would eliminate the thought that your GTX 980 is defective.

Run the Firestrike demo while HWinfo 64 is also running. That should take the card to 100% D3D usage. And the CPU should be up there too. Report back with the results.
The reason I picked HWinfo64 is that is what I use and can compare with you.

That's a decent PSU. Unless it is just defective, it shouldn't be an issue. If you have a voltmeter, next time it is under load check the +12v at the 6/8 pin headers and see that it is staying at 12v or better. (test between any black and yellow wire)

To prove it is or isn't the PSU? Not really. The PSU supplies various low DC voltages. To check it under load you need a voltage tester.
Or you need a 2nd high quality PSU to compare it with.
