i5 3570 or Ryzen 3 1200 Which one to go for?

Hey, i currently have a Basic PC. Specs are given below.

Intel Pentium G2030
Asus H61MC-S
4GB DDR3 1333Mhz RAM
500GB HDD
450W PSU

As of now i have finished my studies and free for a year. So i usually play games, use photoshop etc... But as all of you know it is a basic pc and can't handle recent games. So I decided to upgrade. I have a small budget of 35000INR. I got the upgrade plan of

Ryzen 3 1200
Asus B350M-K
8GB 2400MHz DDR4 Ram
MSI GTX 1050Ti 4GB DDR5

A friend of mine suggested to go with a lesser budget upgrade of

Intel i5 3570
8GB DDR3 RAM
MSI GTX 1050Ti 4GB DDR5

Which one will be more reasonable? The Intel upgrade costs about

Ryzen 3 build but you should look into DDR4-3200MHz rams and an SSD. You didn't mention the make and model of your PSU. Is it a recycled unit from an older build? If so, how old is it?

I'm getting the Used CPU from Aliexpress. Here in india used CPU's are rare and hard to find. I'm using a Zebronics 450W psu currently. And also DDR4 3200MHz Ram never found on Amazon and Mdcomputers.

Always go with newer, and plus am4 will last till 2020
