i5 3570k(@ 4.2ghz) actually bottlenecks a high-end Gpu over 100 fps?

Do you guys have any idea or any experience like this one?I would like to hear your thoughts.

Recently I have tested some high-end gpu's on my system and as far as I see i5 3570k actually bottlenecked a 780 ti or 980.Tough I'm not sure if there is something else in my system that causes the issue.
To be more clear and spesific I'm not talking about ultra\high graphics settings at which you will probably not getting over 100 fps even with a 980 at 1080p.
What I have experienced is;I'm using a 144hz monitor so I'm reducing settings in games in the hope that I may achive 120 or 144 fps.But even with medium or low settings I can't even reach 120 fps in BF4 for instance in crowded servers.
When I monitor cpu gpu usages through MSI afterburner I'm seeing 95-98 % cpu usage but only 45-55 % on GPU with medium settings 1080p in BF4.And no v sync was on.

My system:
win 8.1 64 bit (updated)
i5 3570k @ 4.2ghz
16gb ddr3 1600mhz
gtx 980
motherboard:Asus p8 z77 v le plus

Checked scaned my system no virus could be found,bios and chipsets are updated.

Do you guys have any idea or any experience like this one?I would like to hear your thoughts.

Unfortunately you'll never get to 120 Hz with that CPU, you'd need it overclocked higher than the multiplier allows. Even 6-core Intel needs all 12 thread and a hefty OC to achieve those framerates. This is from launch, and it's my understanding that things have improved a bit, but take a look:

Solution
Like most users and gamers I have always thought that any thing above i3 3th generation cpu would not bottleneck any high-eng gpu in any situation,but even a 4790k may bottleneck in this situaition,I'm not sure by the way,never used i7.
 
Yes it is very confusing and frustrating since you can't quite easily expect a 3570k to bottleneck in a video game even when I'm trying to achive 120 fps by reducing graph settings.I'm using Cooler Master X6 and cpu temps are at max. 60 degrees.I didn't know what is throttle,I think it is malfunctioning of a CPU when it reaches very high temps.
