I5-3570k gold 'pins' scratched....

Hi. I bought recently i5-3570k. It was used but never had OC. I put it into MOBO and the system didnt want to boot up. So I checked all components, GC, RAM, PSU, HDD, Cabling, etc and still dont work. So I got into conclusion that this is caused by cpu. I took it out and spotted that there were 3 scratched or damaged gold 'pins'. So my question is, does that affect booting or it's not a problem. If it does, then is there any way to fix this or just to buy different processors (unfortunately :/ ).

Those pins are buggered. This guy sold you a bag of crap. Probably wasn't working after he dropped it on the ground and decided he could sell it to some un-suspecting buyer.
 
As you know, without cpu, PC or motherboard will not run. When I'm putting CPU into MOBO and power it on, everything lights up and starts working, which probably means it detects cpu in socket. Also I tried to power it without fan for sec and it warms up meaning its working( I think). You can also hear the sound of cpu working I think, its like (trrrrr trrrr trrr trrrrrr). I could hear this during startup in my previous PC as well. But the thing is it doesnt display anything through integrated graphics or my GTX either.
 
I mean without CPU, I cant turn on PC, but with this CPU in, everything starts to work, like fans with LEDs and graphic card, but nothing is diplayed on screen
 
Yeah that was actually through ebay. Seller sold it as item condition was 'used' not 'for parts or not working'. Also in description it says, "processor works fine and comes with headsink. AP". That made me think that its not faulty cpu. It also says that "MOST OF OUR ITEMS ARE SOLD FOR PARTS NOT WORKING/ SPARES&REPAIRS OR WTIH SOME FAULT OR DEFECT. PLEASE READ OUR LISTINGS CAREFULLY BEFORE BIDDING." However this line didnt apply for this item as it was stated as 'used' where his other items, have actually written 'fort parts or not working'. Does that mean then I can open this case for fraudulent sale?
 
Cheers guys for all help. I had respond yesterday around 11pm sayin that they apologize for faulty item and they have arranged collection of product today and sending replacement soon, so it seems like its sorted now. Thanks for al your advice 😀
