i5 4460 and gtx 1060 Problem.

After reading about possible bottlenecks with this combo it seemed people are not having issues but when i run games like fallout 4, just cause 3, battlefield 1 or other cpu intensive games the cpu usage is 90-100% and my gpu hits 40-50% max while my fps drops to 50-30 fps depending on the game. Im planning to upgrade to an i7 4790 so i can play without drops but i dont know if i should invest in a new cpu if this one is working fine. Any feedback will be appreciated.

My pc:
i5 4460
Gtx 1060 6gb xtreme gaming
Ram 8gm ddr3 dual channel (im using 2 different frequency ram sticks)
MSI h81m
PSU 550W Gembird PSU7X

The 4790 will be an improvement for games like bf1 thanks to hyper threading and higher clock speed. The 4590 is 300mhz faster across all cores so that's probably what showed some benefit. The 4460 only turbo's up to 3.4ghz and that's with one core fully under load. With all 4 in use those speeds will drop down to around 3.2ghz which is somewhat slow by comparison. The 4790 is 600mhz faster and the ht will help with bf1.

My gpu drivers are up to date, i always have chrome running in the background while im playing, yes i have tried the lowest possible settings and the problem is still there

Trust me it is bottlenecking I got to borrow my friends I"5 4590 and put in my system and then all the games worked perfect it the i5 4460 just can't handle the gtx 1060
