ide go for the I5-6400, while yes this will take some investment but its worth it, Skylake architecture is pretty damn good, pair that with a good H170 Motherboard and some decent DDR4 ram and you will not need to upgrade for quite sometime due to this all being new hardware.
Should I settle for haswell i7 3770 because it's better than i5 and risk my money for 2nd hand because it's cheap? or upgrade to skylake? Or buy a brand new i7 3770?? If I upgrade to skylake I can buy i5 6400+8gb ddr4 ram + Asrock mobo if I buy 2nd hand i7 I can buy i7 3770+16gb ram or buy a bnew i7 and settle with my 6gb ram

Your i3-2100 is a relatively good gamer.
It has a passmark rating of 3643, but, more importantly, the single thread rating is 1581. Single thread performance is what most games need .
Few games can use more than 2-3 threads, so I7 of any kind is not that helpful.

If you want to keep your lga1155 motherboard, you could perhaps buy a I5-3550
It has a rating of 6817/1963

The i5-6400 has a rating of 6547/1826

For less, look at the i3-6100, rating is 5500/2102.

I have no problem buying on ebay if you follow the usual precautions and are prepared to test what you get promptly.
If the processor is less than 3 years old, you will still have Intel warranty.
