Doubtful. That is pretty early Intel onboard graphics. I have a feeling it would struggle with more recent formats.

Also a 12 year old processor. I would start taking a close look at the motherboard and power supply you intend to use with this.

Probably better off picking up something that is a lot newer.

I would consider the available options for a super low end video card to add in, if you can't budget replacing the system outright.

Yes, significantly. I've used lesser embedded celerons for 720p playback, they did okay. A quad core should have plenty of overhead and the Intel HD graphics is up a few notches.
