Question i5 750 only lags on Pub G

ive recently put together a budget build for a mate , it was a bit of a project on what we could spend.
so an i5 750 , with 16gb ram RX570 4GB a 240 crucial ssd and we have overclocked to 3.6ghz with a 1600mhz ram clock .

just cannot get a stutter free run on pub G no matter what we do .
ive seen vids of people running this fine so wha are we doing wrong ?
we eliminated network lag by stopping steam running that stupid background update crap but now its pure freeze at times.

help have i missed something

im thinking that the footage i saw was before the hyper thread multi core update so therefore is that the issue ?
