Increase your cpu load to a good amount, check your task manager if using windows, use cpu-z, or use whichever core monitoring software you use and you should see your cpu speed fluctuate between slow and fast speeds, depending on the load. The higher your cpu load, the higher your speed should get. You should get a max of 4.3 Ghz at 100% cpu load.

More load does not mean higher speed. Anything above idle will be the highest turbo speed possible (within tdp limits) dependent on the number of cores used.
6 cores - 4.1
5 cores - 4.1
4 cores - 4.2
3 cores - 4.2
2 cores - 4.2
1 core - 4.3

The way that turbo works has never changed since it's intro 10 years ago.
