The CPU will never consistently state at max turbo boost frequency because the max assumes only one core is being used when two cores are used the max frequency is decreases by 200MHz - 300MHz and when 3 or 4 cores are used the max frequency is again reduced by 200MHz - 300MHz. That is a built-in feature (hard coded) of the CPU to keep the CPU from overheating. This is separate from Intel's SpeedStep.


To disable SpeedStep you basically need to go into your Advanced Power Options and set the minimum CPU performance to 100%; it is normally 5%. Assuming the max frequency decreasesd by 300MHz when two cores are used and another 300MHz when 3 or 4 cores are used this should allow you CPU to operate between 2.7GHz and 3.3GHz depending on...
Your processor is not unlocked so you might find it difficult to OC. and even if you OC it but then your laptop's gpu is not good, then you cant have a noticeable improvement and may just damage your system.
 


I mean my cpu throttles down from 3.3mhz to 1.9mhz even while gaming, I just want to keep at max turbo boost frequency.
