Hello Everyone.
My Computer:
CPU: i7-4790k (Made in Vietnam).
Motherboard:Maximus VII Hero
RAM:16 GB ( 8GB X2) 2133Mhz CL11 G-Skill Ripjaws RAM.
PSU:Seasonic 620W.
Case: NZXT Switch 810 (old case being reused)
GPU:GTX 560 ( Reused from previous build)
CPU Cooler: intel stock cooler

Right now need some advice on on what CPU cooler to use, Graphics Card.

My work will be general productivity, gaming ,video editing& rendering, Importantly for Data analysis ( CPU and RAM Intensive Workload).

I will be upgrading to 32 GB ( adding another 16 gb ram of the same set) some time later.

When I enabled turbo boost I used to see throttling happening on Processor. So disabled turbo boost.

Running windows 8.1 with turbo boost disabled, XMP Profile enabled, CPU voltage set to adaptive,RAM Voltage set to 1.51000V

In stress tests( intel extreme tuning Utility ), For 4 Ghz clock speed fixed it is using
a.Intel extreme tuning ultitlity(Core Voltage)-1.108V
b. ROG CPU-Z(Core Voltage) -1.108V
c. HW monitor(VID) -1.108V
d. ASUS AI Suite 3 -1.112V

Temperatures are touching around 81 deg. C and hovering around 78 deg.C for most of the time.
is this okay , good or bad? (any other settings I should tweak)

I intend to overclock mildly looking for constant 4.5 Ghz clock speed which will speed up my work.

Have i got a good or a bad chip in silicon lottery?

I am not looking to spend too much on cooling and liquid cooling is out of question.So looking for air cooling options compatible when I use all 4 slots (aforementioned)
This setup will be the same for another 3-4 years so looking for solid, reliable ones.

Graphics card I will be buying only one and not thinking of SLI . Suggest me one which is good and which will age well.

I have almost the same setup as you.
CPU: i7-4790k (Made in Vietnam) too.

GPU: EVGA GTX980
I am able to reach 4.6ghz @ 1.185volts and cach at 4.4ghz for 1.185volts stable in manual although when I set it to adaptive the chip wants to draw 1.21volts at load which is nothing to laugh at considering around 70% are unable get there with less than 1.27volts.
So I would say you have a nice chip there and would definitely upgrade that cooler to a small AIO.
The reason I say small is, my chip is cooled with a kraken x60 and never goes hotter than 70c at load in stressing and in everyday use ( 3d rendering, image editing and gaming) never goes over 61c and averging 40-45c so a smaller cooler will handle your every day computing needs easily. The kraken x30 is pretty cheap and well made.
As for the gpu, depends what resolution you are playing at. For 1080p I would go for a gtx970 (best bang for your buck) for 1440p and above you want a flagship gpu with the minimum being a gtx980. I don't know what amd has to offer as I'v never owned one.
 
Yes but if you can get the NHD15, it outperforms all Kraken, Seidon, and Corsair H series AIOs. Amds flagship is the new fury x, which is $650 (gtx 980 is around there too), but performs slightly above an r9 295x2. The R9 390, their next best GPU, is an over clocked R9 290, which is an over clocked Radeon HD 7xxx series (released 8n 2010/2011). So AMD isn't that great...
