I have an I7 8700, I bought it in a barebones kit with a motherboard and case. This is my first intel build, I've always been team red. Now here is my question, the kit came with an Asus Prime H310 mobo. My i7 8700 is only clocking to 3.5 ghz, not anywhere close to the max boost of 4.6 Ghz. Is my motherboard the problem? What could be causing this? My thermals never go above 60C. User Bench has my I7 only performing at 85% which is kind of hard to accept.

Solution
I can't find it now, but I was recently reading an article where cheaper 300 series motherboards would limit the power to the CPU, potentially limiting on turbo boost achievable on higher power chips like the i7. I think they may have been able to manually work around it by changing some current/power limit stuff in the BIOS. I'll try and find the article.

Are you monitoring individual cores? It may not boost all of them to to 4.6ghz at the same time. You can monitor individual core usage with something like HWMonitor. If it's not boosting any cores go into the BIOS then the advanced menu and make sure it says "Target CPU Turbo Frequency: 4600mhz". If it does try changing "CPU Power enhancement" to off or auto depending on what it is currently on, not sure what that does.

Also make sure windows power options is set to balanced or performance.

Hipotesis :
  • Download processor_performance_boost_mode
  • Double click it then go to advanced power setting
  • Select aggressive or maximum performance setting
Go to BIOS :
  • Disabled CPU Thermal Monitor or similar option
  • Set CPU Core Ratio to 46
  • Set BCLK Frequency to 100
  • Other sets to AUTO

I have an H310 Board i cant adjust Core Ratios manually, this is also a non K sku.

Have you made sure you have the most up to date bios? If not, do so. It often fixes issues like this.

Run HWMon/info, and open it when your PC is at idle. Take a screenshot and post it here. Then open Chrome or something and watch a video, or better yet, run whatever app it is that makes you believe it's not boosting. Then take another screenshot of HWMon, and post that also.

This will show us your CPU temps, voltage clockspeed, and max/min/current results too. This will help diagnose.
