i7 8700k Overclock Voltage Spiking

I currently manually overclocked my 8700k (4.8 @ 1.2v) and everything is stable, but CPU-Z and other monitoring tools show my voltage constantly spiking to 1.45 when idle, and even 1.49 when I am running intense games with prefer max performance. Not sure what steps I need to take to prevent this. Thank you!

Intel i7 8700k
EVGA GTX 1080 Ti
Corsair RGB Pro @ 3200
 


I currently have my voltage set to manual: 1.2 V
I had LLC at auto last I checked but can try setting it to 5 in the Asus Bios
 


The odd thing is that it will hover around .4 - .6 at idle, and then while monitoring it will spike for a second to something like 1.44 or 1.45 even with 0 load. When my fan's all went to 100% and I ran a CPU intensive game at "prefer max performance" the voltage shot to constant 1.49 which scared me so I exited everything and it went back to the .4 with spiking. I was also going to try turning off Turbo in the bios because I thought it may be overvolting even though I have a manual 1.2V set at VCore.
