Question i9-10900K | CPU Usage Always at Max with Different Apps

For about 4-5 months now, the CPU usage on my computer has constantly been at 100%. Different applications are always using the majority of it. For example, let's say Kaspersky is using 60% and the total usage is at 100%. When I close Kaspersky, then OneDrive starts using 60%. If I close that, another application takes its place. Somehow, it keeps the CPU usage at 100% all the time.

I've performed Windows updates. It was happening on Windows 10, so I upgraded to Windows 11, but the issue persists. I've uninstalled and reinstalled various applications and drivers, but the result is the same. I've reset BIOS settings such as overclocking and voltage adjustments to default, but it didn't fix the problem. Also, usage drops to 10% for 2-3 seconds and rises to 100% regularly. Do you have any suggestions?

The Task Manager Processes tab does not report CPU Usage. It reports CPU Utilization which is not the same.

Try using the Details tab. Does it also report 100%?

High Utilization can be caused when the low power C states have all been disabled. Try running ThrottleStop. Post some screenshots of ThrottleStop including the C States window when your computer is or should be idle.

Are you using the most recent BIOS for your computer? Check the manufacturer's website for any updates. Some early BIOS versions have had C state issues.
