If Intel is still expecting to remain behind on 10nm, making whatever it can produce only available to OEMs wouldn't be surprising at all. That's fundamentally what happened to Broadwell, launched for OEMs a year ahead of nearly unobtainable desktop counterparts.

Well it wouldn't be unexpected since Ice Lake is supposed to come in mobile flavors first with desktop coming later so OEMs would be the first to get it.
