It's been almost 10 years since I built my last PC and now it needs to be replaced xD - I've lurked a little bit here on tom's hardware since ever, but I think this is my first post
I'd like some advice with the next build
My budget is 30k BRL (Brazil's currency) for a credit card purchase (usually in-cash purchases will have 5~15% discount); this would translate to more or less 6.2k USD, but when we're talking about electronics, the prices here tend to be much higher, so it's roughly 3.5k
A few points:

A few points:
- I tend to prefer NVidia and Intel, due to probably a preconceived notion of durability - my PCs have always been Intel/NVidia and they lasted forever, while being silent all the way - if there's a trend of AMD having similar durability and noise suppression, I'm fine with taking the switch; but I prefer to buy a PC now that will last for many years
- If possible, I'd like to take a leap to 4k gaming - is that budget enough? Do I need a RTX 4090 for 4k gaming, or is something like a 4070 Ti enough?
- I'm thinking on 2GB NVMe SSD, something like WD Black or Samsung?
- I'll need two monitors:
- a small one with high refresh rate, something like 144Hz, for competitive games; I prefer it doesn't go beyond 24" since I'll strictly play on this monitor with KB&M and I like to have a full vision of the screen on those games, for mini-map watching with peripheral vision and such
- is it worth it to have 4k on a small monitor? - I've never gone 4k, but it does seem to me like it's worth it
- a bigger one that can have a smaller refresh rate (60Hz probably), to play single player/couch games, often with controllers, this can be as big as the budget fits
- a small one with high refresh rate, something like 144Hz, for competitive games; I prefer it doesn't go beyond 24" since I'll strictly play on this monitor with KB&M and I like to have a full vision of the screen on those games, for mini-map watching with peripheral vision and such
- It's hot most of the year here, and I like the PC to be silent, idk how much that affects cooling
