i have no idea where to post this but do u guys think a overcloacked q8200 to like around 3.2ghz and a overcloaced 5450 + 4gb ram could run fortnite? on stable fps? and (can it run without overcloacking?)

Well, the minimum system requirements for the game is a 4th generation i3 processor. Even a 1st generation i3 processor out performs a Core 2 Quad cpu.

So... if it actually does play, it's probably not going to be an enjoyable experience.
