Question I'm curious about what might be impacting/bottlenecking my PC when gaming ?

I have been playing games on low-performance settings, but my PC still sometimes struggle to maintain a consistent 60fps. And from reading a little bit it may be my CPU as the culprit. I also have Chrome and other unnecessary apps open while gaming,

I don't have much pc spec knowledge but I want to understand what could be holding my Pc's gaming performance back. I have attached my CPU and GPU data from Speccy below. From initial research, it may sound like the CPU clock speed is too low for gaming and maybe bottlenecking my GPU and is running high % over the GPU. It could be something else but I am open and interested to know.
