this is my mobo manual
should i put my ram in channel A ?
No, its almost always a better idea to listen to your motherboard manual than a random guy on the internet :kikou:

We'll need to start going down the line now, since I'm not so sure its a hardware issue due to your temps being excellent, XMP being enabled, and CPU and GPU benchmarks showing normal numbers. Are your drivers up to date? Have you tried a fresh driver install? Is hardware accelerated GPU rendering enabled? Is FSR enabled? Does your monitor support Freesync, and is it enabled? Are you playing with upscaling enabled?

Go to your startup apps and turn absolutely everything off. Restart your PC, and then immediately launch task manager and a game. Watch your CPU, GPU, RAM, and drive usage while you play.

The reason I asked about UBM was because it shows background CPU usage. 2% is NOT what I was expecting here. Given the low score there even for the CPU it seems to point towards something like chipset drivers?

How long has this system been built and when you first got it up and running were all the base level drivers and relevant utilities installed?

yes my drivers are up to date, and yes i tried with ddu I even did a clean install of windows

should i active freesynch ?

I assembled the pc myself in august 2023.
what software would you recommend to check and install the missing drivers?

Motherboard manufacturers website...although to be fair, check those versions against what the Windows Update signed drivers are.

Above is a good start.

edit- It may be worthwhile to try this tool also:

https://www.intel.com/content/www/us/en/support/detect.html

I typically do not leave that installed after initial use whether or not it finds anything. I find it quite bothersome in regard to miniscule Bluetooth/WiFi driver updates.

Your CPU is at 100% usage. I think the problem here is moreso that this CPU is not very good, and certainly not powerful enough for your GPU. Most of the benchmarks I've seen have paired this CPU with a 3060 Ti, which is magnitudes worse than your 6950 XT. Try changing all of the graphic settings to Ultra, just set everything to the absolute maximum it will go (do the inverse for your CPU; set all of the CPU related game settings as low as possible. If you're unsure what a setting does, look it up.), and see if you get better results. Generally, the lower the graphics settings, the less load the GPU is taking off the CPU.

didn't change anything

didn't change anything
That confirms my suspicions that your CPU is the bottleneck. When you go from low to ultra graphics settings and notice no or very little change in frame rate, your CPU and RAM are the bottlenecks. At this point, DDR4 is EOL (end of life) and is considered obsolete, only supported by Intel for compatibility reasons, but it is still less of a bottleneck than the processor.

There is unfortunately no way to improve the performance of the i5-12400F since you already have adequate cooling. It is a locked non-K chip, meaning it does not support overclocking. Furthermore, your motherboard does not support BCLK overclocking (basically a hacky way to do it on non-K chips).

I'd recommend saving up some money and upgrading to a better CPU, motherboard, and RAM, like a current gen Ryzen if you're unsatisfied with the current performance. 100 FPS is still not that bad though.

Check the power settings place the High performance

Control Panel\Hardware and Sound\Power Options

Try find in bios the game boost For boost your cpu all the time. add some juice (150w)

Check if you have the free sync actived

I can't active cpu game boost it's like "locked" i can't click
And no vsynch is not activated

already at the latest version
I concur with the above that the CPU is underperforming. I am not familiar enough with the newer Intel CPUs to explain it, but your CPU seems to be running rather low power wise. Usually more power usage means higher clocks which in turn means more performance. There may be some BIOS settings related to power usage that can be changed to get more out of your 12400f, but I am not sure like I said above.

If you come to the conclusion that the CPU is just too slow compared to your graphics card and want an upgrade, any of the following CPUs would be a pretty big upgrade. Just note that with the K CPUs listed below, you will not be able to overclock them manually, however, they will do that to themselves with turbo boosting. I also noticed that "Game boost" is enabled on your motherboard but you will need to get their "MSI center" software to enable it.
