FileZilla seems to be designed not to be removed. I have looked for some guidance online, but a lot of it centres on uninstalling it via Add/Remove Programs and FileZilla isn't listed there, but it's still on my PC.
I tried using the promisingly named uninstall.exe in Program Files, but FileZilla is back the moment I reboot my PC. I've tried deleting the FileZilla folders in Program Files, but it says they're being used by another program. Any ideas on how to get rid of this? I'm using Windows 10.

I would download the client again and install it over the original install (same folder) then go into add and remove programs and uninstall it.
That's a good idea. I just tried it, though, and it didn't work. FileZilla showed up in the Add/Remove Programs after installation, I uninstalled it, rebooted, and the folder is still there in C:\Programs and won't allow me to delete it because it says it's open in another program.
