[SOLVED] In-game microstuttering on new CPU/Mobo/RAM config ?

Hey folks,

After trying to solve my issues everyday for a week, I come here asking for some kind tips.
I got constant microstuttering (smooth 60 FPS and ~0-5 FPS every second) in some games (for example Total War warhammer II, Overwatch, Nier automata and Age of empires 4) but not in other games (stellaris runs just fine for example) /applications. This symptoms appeared once I "upgraded" my PC with new MOBO/CPU/RAM/SSD drive (detailled before/after configs below).

  • I ran some DIAGNOSIS SOFTS :
- Open hardware monitor says temps are fine (~50°C max)
- Latency mon detects a high DPC of nvlddmkm.sys
- Afterburner shows really choppy GPU clock speeds appearing only during use of the microstuttering games https://ibb.co/xGBVPHG
- Afterburner shows some load on 2 CPU cores (up to 100%) while other 6 cores are 10-20% max (not sure theres is actually an issue here) https://ibb.co/BC7LX7d

Sympotms make me think of a GPU issue but it was working fine on the older setup so I'm betting on a compatibility issue.

  • NEW CONFIG :
- MOBO : MSI B450 TOMAHAWK MAX II
- CPU : AMD ryzen 7 3800X
- RAM : Corsair Vengeance LPX 16Go (2x8Go) DDR4 3200MHz C16 XMP 2.0
- SSD : Samsung 980 M.2 NVME 1 To
- GPU : NVidia GeForce GTX 1060 6GB
- PSU : LDLC EC-500 Quality Select 80PLUS Bronze
- Case : COOLER MASTER HYPER 212 EVO - RR-212E-16PK-R1
- DID increased memory frequency to 3200Hz instead of the stock 2133 Hz. Apart from this everthing is running under default parameters.

  • OLD CONFIG :
- MOBO : ASUS CM P8Z77-V LX
- CPU : INTEL CORE I5-3570K/3.40GHZ 6MB LGA 1155 BOX
- RAM : CORSAIR 8GB(2X4GB) DDR3 CML8GX3M2A1600C9B
- HDD : SEAGATE BARRACUDA 1TB SATA 3.5IN 7200RPM 64MB 6GB/S
- GPU : NVidia GeForce GTX 1060 6GB
- PSU : LDLC EC-500 Quality Select 80PLUS Bronze
- Case : COOLER MASTER HYPER 212 EVO - RR-212E-16PK-R1

  • Some Troubleshooting/remarks/thoughts :
    • Thermal throttling :
      • Hardware monitor does not detect any temp above 50°C.
      • Microstuttering appears immediately once in-game.
      • Opened the case and placed two fans at max power, doesn't change anything
      • Undervolting GPU doesn't change anything
      • New thermal paste for both CPU and GPU
      • ==> I ruled out thermal throttling as a possible cause

    • Power limitations
      • PSU is quite weak/old compared to some similar configs I saw around
      • I am supposed to be around 300W power usage according to most calculators online, are they reliable?
      • Undervolting GPU doesn't change stability, only peak clock speed
      • ==> Can't borrow another PSU so i want to make sure it is the problem before buying a new one

    • Software/Driver outdated :
      • Problem occured on the previous HDD disc ==> Performed a clean Windows 10 install on the new SSD (RUFUS USB Key method)
      • Flashed bios
      • Updated every chipset driver I could find
      • NVidia drivers uninstalled with DDU and cleanly-reinstalled
      • ==> I don't think it's a software issue but I could miss something

    • Misc
      • Loading games on another SSD ==> problem occured as well ==> not a SSD problem
      • Diabling/enabling XMP have no impact
      • Disabling HPET didn't had an impact (not sure I did it right tho)
Please provide me with any advice with these symptoms. I had my share of fun trying to understand what's going on here as I'm quite new to computer tweaking but it's starting to be quite long!
I will update troubleshooting list as I try new things over time.
Thank you in advance,
Sacha

Psu is tier D man, i would change it asap anyway. Read the label on the side, what wattage does it say for 12v? I can't get a clear picture of it.

It's not about wattage though but quality. Id be almost, 99% certain, that psu is the root of the problem being that 3800x consuming more power.

What graphics card you got btw? Don't think i see it listed.

Choose a psu from tier a or b. If in US, Super Flower Leadex iii are often on special at Newegg.
