Infinite Windows 10 scrolling. Not the mouse or keyboard.

So I've had this issue for a few months now and I've finally decided to get down to fixing it...

I've seen other posts and ways of fixing it, but none of those helped me. I'll just copy paste a explanation of the issue from another post by Kenny Tacos.

Explanation:
When I'm in certain programs like Notepad, Windows keeps slowly scrolling down infinitely. I figured my mouse was going bad. However, after unplugging both the mouse and the keyboard, the issue still persisted. I can stop it by holding down CTRL. I've rebooted windows a couple times now, so that won't help. I really haven't found anything like this on Google.

It doesn't happen in Chrome, File Explorer, Microsoft Word, or really anything else. Just random programs like Notepad and Nexus Mod Manager. Any help is greatly appreciated here.

I've tried disabling startup services but that didn't work either, I've tried using a different mouse that didn't help either, I've tried reinstalling the driver for my mouse aswell. I'm really lost at this point.

Makes me wonder if its a problem with a USB slot. Since it happened before in 7 and in a fresh install of 10, its not likely a windows problem. I would suggest booting from a linux liveusb and see if programs there also show same behaviour except i don't know linux so can't suggest any programs to try :)

its very strange that it only does it in some programs and not others. i would have expected it to always do it in everything.

only way to check for bios updates is to look on web site for motherboard but I would look in bios 1st and see which one you have 1st. How to update BIOS should be in your manual
Try a clean boot and see if it happens - careful to make sure NOT to turn off all windows services or Win 10 won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if it fixes it, slowly add your start up programs again until you find the cause.

If it still happens in clean boot, try safe mode:
go to settings/update & security/recovery
under advanced startup, click restart now
this loads a blue menu at startup

choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

try the programs here. If it doesn't happen its a driver of some sort.
 


Just tried both of your solutions and neither did the job, must be a driver of some sort as you suggested then I guess? What exacly does that mean?
 
so it still scrolls in safe mode? that means its either a default driver or a hardware problem. Only drivers that run in safe mode are the ones that come with win 10

is the PC the one in your details screen? the Gigabyte GA-Z87MX-D3H Micro ATX LGA1150 - have you checked you have the last BIOS, its F7. I doubt its bios as its from 2014 and this would have happened before now.

I assume its probably a windows update, but since its a few months ago, it will be hard to narrow down an exact update (for instance) that may have caused it

does notepad keep scrolling if it doesn't have focus? like if you have chrome open, does it still scroll?

 


Yes it still scrolls in safe mode. Yes that is the same PC. How exacly do I check for BIOS updates?

I've actually had Windows 7 at the time when the issue first occured, then I formated my drive and installed a fresh windows 10 and the issue was still there, so I'm not so sure about a update being the cause.
Yes it keeps scrolling in notepad aswell, but in chrome for example it doesn't scroll. it also scrolls in Google Sheets, but only to the right, not down.
