Install GPU A-Z

Hi guys,
I have been fighting with my GPU's for over a year and can't get any activity out of the second one. Is there an A-Z guide on how to install and set up two Radeon r9 270 OC gpu'S?
I have the latest drivers and Xfire enabled using Radeon Settings manager. Not sure how to get to Catalyst control or if they have taken that out.
I have HWInfo and HWMonitor installed and I am watching the lack of activity on MSI Afterburner.
I can't even get any activity out of it using Kombustor.
Help?
Other components are Asus 970 gaming/aura MOBO along with a AMD FX Black edition 8 core CPU, 7200 rpm HD. Couple cheapo monitors, Razer Naga mouse and Reicat mechanical keyboard. Running Win 8.1 x 64.
All drivers are up to date system wide from BIOS on down.

I tried all of that already. Is there a better guide? I can unglug either pgu and get the same response, ie nothing. I have tried switching their physical location, nothing helps, but at least they still work!
Not sure what else to try...

Tried everything yet again. Still the same.
Using the Catalyst control, or what ever passes for it with the ReLive update, I can't find where to enable crossdfire.
Using the Global Overdrive Settings, GPU 2 shows no activity when using Kombustor.
What should I try next?

Yes all of the pcie slots are plugged in. Yes the main monitor is hooked to the main GPU.
I did learn that the game has to be in full screen as opposed to windowed. Still nothing.
What should I try next?
