Can I install my OS on an SSD that already has games and data on it?
Or should I move those files to hdd before installing windows on the ssd?
And what would be the consequences if i installed windows on my ssd that already has data on it?

So it would be best to move the files first?
Installing an OS, you should consider anything and everything on it to be gone gone gone.
You really need to start with a blank drive.

Are there ways to do it otherwise?
Yeah. But, as said elsewhere, you really really really need a good backup of all that stuff, just to ward off mistakes.
