Install/uninstall failing, some MS Updates fail. Permissions issue

Friends "out of the blue" my rock-solid-for-three-years windows 7 Ultimate x64 rig seems to have a permissions issue [I'm guessing]. I went to uninstall a program, and it failed. tried to install a program and it failed. Did windows updates, selected about 10 or so, most installed ok, but three failed. I downloaded http://support.microsoft.com/mats/Program_Install_and_Uninstall automated helper, and it succeed in uninstalling what I could not.

I created a new administrator-level account [the system has only had one in its history, the main/only I have ever used], tried to logon for the first time, and it failed.

This system is on a LAN [wifi bridged AP] and is a Homegroup owner, but it is not on a Domain.

yep. all that basic stuff done first.
Avast [to answer your 2nd, 3rd, 4th questions], recent, results nil. its not malicious code... unless one considers MS products malicious :pfff: :ouch:
my best guess is that the automated 'fixes' from MS for .NET install issues changed some registry key/keys that broke permissions/authentication, but I am over my head at that point, admittedly.

I would love for someone to explain to me the routines invoked by the MS FIXIT uninstall/install applet... it works to correct, at least on a one-at-a-time basis, whatever the underlying issue is.

and to anticipate another question: I have run sfc /scannow and it came up totally clean.
on the 'install' side of the equation, choosing "run as administrator" makes no diff... still fails install.

another option: use windows 7's "record steps to reproduce a problem"

click start type "record steps" and left click on icon for "record steps to reproduce a problem" > when the box pops up click "start record" and begin the installation of a program that fails to install > stop record and review file > post results on Toms

the 4.5 version is not for Windows 7.
the whole subject of determination of need to repair MSI for Windows 7 is a really frustrating one - steps to repair/reinstall/etc all that is apparently dark speak secrets with MS.
If you want to read some HEATED Exchanges between MS personnel and the "little people" just search some threads on that one.... sheeesh. :pfff:
