Question Installed 8gb more Ram and failed to boot

edit: If its not clear I am trying to get my machine to 32GBs of Ram I have two new sticks

I bought a prebuilt machine that contained OLOY 8gb ram sticks x 2 giving me 16gb. The other day I found the exact same model on AMAZON and bought them, but when I went to install them and turn my pc on. My computer would no longer boot to the home screen and would continuously cycle between off and on states. Then when I took out one of the new ram sticks, the computer booted but would only allow me to use 7.9gb of ram out of the 24gb installed. I am extremely confused, because I have never had this problem before after building my last pc relatively easily.

SPECS:
ASROCK B450M/ac running P 1.90
NVIDIA GTX 2060 6GB
AMD Ryzen 5 2600 running at 3.9 Ghz
2 x OLOY 8GB ram sticks on turbo mode in BIOS running at 3000

I have tried multiple different things in bios and youtube vidoes. None have worked, such as changing my memory settings in the registry.

If anyone has anyway for me to install these without bricking my computer please let me know, would appreciate any help I could get. THANKS

Ram not installed as a kit is a coin flip if they will work together.

Hello!

Please try these steps:

1. Enter into the BIOS menu.
2. Load BIOS Optimal Defaults.
3. Save settings.
4. Restart PC.

If the PC boots normally, leave it with these settings, because it means that it doesn't work with 4 DIMMs in XMP mode.
