After the installation going fine I attempted to start the pc, when I did the breaker tripped and I heard a loud pop and smelled something burning within the pc. Everything inside seemed fine but when I attempted to turn it on again with a separate outlet I got nothing from the computer. After hours of frustration I took it to my local computer store they tested the psu and it was fried so I bought a new one had them replace it and it worked in their store. Would it be safe to test it on the same original outlet at my house using a battery backup instead of connecting directly to the wall?

I'd first check if any of other electric devices work correctly in all the outlets of your house before testing the PC. Maybe the high current that made the breaker trip, damaged the electric installation of your house.
