Installed GTX 960, won't put out a signal.

Hello all, looking for some help on this. I was running a 750ti (I have the Dell Factory MoBo) with a 460w power supply. Seeing as i have an i7 I wanted to upgrade my graphics. I have been running with a 750ti for about a year and decided to go with a GTX 960. I uninstalled the 750ti drivers and managed to get the 960 to work the first time I installed it. However, a few days later my internet went out so i decided to shut my PC down until it was back. Upon turning it back on, the 960 wouldn't send a signal to my monitor. I've shut down the PC and turned it back on easily 100 times since then but my monitor still says " No Input detected. The 750 ti still works fine. So I guess what it boils down to is me needing either a new motherboard or a PSU? Any help is appreciated.

If the 750 Ti still works fine, it would almost HAVE to be the new card that is at fault. The Dell 460W PSU is a decent PSU and the 960 is only a 120W card requiring a 400W or better PSU.

Can you try the 960 on another machine?
Or now that the system is working with the 750 Ti, swap out the cards, but don't do anything with the driver. They both use the same driver anyway. Nvidia gfx drivers have been universal for quite a few years. But the driver is not even an issue at boot. The driver only is used by the OS.

Unfortunately my other PC is very low quality and the PSU is only 300W. I just booted my main PC with the integrated graphics and the 960 plugged in and I noticed that both fans on the graphics card spin for ~1-2 seconds, then stop. Only to repeat the process 3 seconds later. So, would that make it a Power supply issue? Or still a problem with the card. It booted fine with the integrated graphics, but after plugging display into the 960 HDMI slot My monitor displayed "No Input detected" again. I just bought this PC 2 months ago, but i'm really considering just buying all new parts and building my own after this lol. *Sigh*

Booting the PC with the card in the slot and the monitor plugged into the iGPU is not a very good way to test. But it does sound like the card is defective.
Does your GTX 960 require 1 or 2 x 6 pin connections? Does your Dell PSU have 1 or 2 x 6pin PCIe connectors?

@Clutchc it requires an 8 pin connection, so I use the 6 pin to 8 pin adapter that came with the card

Short of finding someone who'll let you try the card out in their machine, I'd be considering sending it back. It appears it is defective since your GTX 750 Ti works OK.
The fans cycling is not suppose to happen. They should continue to run. Although there are some cards that will shut off their fans until needed. But cycling is not normal.
