Installed new graphics card and the fan isn't spinning and gets really low fps

So I just recently installed a MSI GEFORCE GTX1050 graphics card into my computer and I tried to run league of legends. Without the graphics card, I get around 50 fps on league of legends and after I installed my graphics card, I get around 3 - 9 fps.

I have plugged the PCI-E cable into the graphics card, the card is lighted up and everything but the fan is not spinning. As soon as I turn on my computer, the fan spins but after a few seconds it stops. Please HELP!

On the fan problem, some modern cards have the fan set to stay off until the core temp hit around 60C. You'd have to run something like GPU-Z and do the render test while watching temps on the other tab. The fan should kick on around 60C or so.
GPU-Z's tab will also show if the GPU is running at 100% usage or not. It should be, or nearly so.
Do you have the new drivers installed?

You bought an MSI 1050 that uses a pci-ex connector? i didn't know there was such a beast.

First, check to make sure that the installation was done correctly. You have connected the videocard to the monitor right? You didn't accidentally connect the onboard graphics to the monitor? Did you install the drivers, the newest ones from Nvidia?
